DVA Service Arrangements for the Christmas and New
Year period The Department of Veterans’ Affairs and Veterans’ Access Network (VAN) offices will be closed over the Christmas and New Year period from Friday 25 December 2015 to Friday 1 January 2016 inclusive. The Department will re-open for normal business on Monday 4 January 2016. As in previous years, DVA services over the Christmas-New Year period will be provided through the Department’s after-hours arrangements, similar to those in place for the Easter break, public holidays and weekends. $1.46 Million to improve PTSD treatment for current
and former Australian Defence Force members The Australian Government will invest $1.46m in a research project to enhance treatment programs for current and former Australian military personnel with Posttraumatic Stress Disorder (PTSD) in a bid to improve their mental health and wellbeing and better support their families. ![]() The installation of a bronze statue of a sailor ‘Answering the Call’, on the foreshore adjoining the intersection of Dow Street and Beach Street, Port Melbourne, opposite the site of the former HMAS Lonsdale, unveiled by the Chief of Navy on the 27th November 2015, is a fitting and permanent reminder to residents and visitors to Melbourne of the contribution the Navy in Victoria has made to the defence of our proud country since we became the Commonwealth of Australia in 1901. The 2 metre statue was unveiled by the Chief of Navy Vice Admiral Tim Barrett AO CSC RAN. The concept of the 'Answering the Call' was first envisaged over 15 years ago by Don Boyle and LCDR MacKenzie Gregory in an attempt to celebrate the naval presence in the area from the mid 1850s until the 1990s. Unfortunately Don and MacKenzie have both passed away and were unable to witness the fruits of their labour. Mac's daughter Jayne took over the helm and with the help of the Naval Heritage Foundation committee ensured their dreams became a reality. |

![]() Our member, Laura Benney was the guest speaker at the Ballarat Ceremony of Remembrance. The speech Laura put together was very well received as well as a lot of teary eyes in the crowd. Laura has also been approached to be the Young Ambassador to the new memorial in Ballarat at the Arch of Victory to commemorate the Mothers of ex-servicemen entitled "The Mourning Mother". "Answering The Call" A dream held by two of the past Presidents of the Naval Historical Society of Australia (Victorian Division) will come to fruition on Friday November 27th at 1000 when our Chief of Navy, Vice Admiral Tim Barrett AO CSC RAN, will unveil and dedicate the bronze statue of the lone sailor, 'Answering the Call'. The statue is situated on the foreshore at Port Melbourne, opposite Dow Street, and is across the road from the former site of HMAS LONSDALE. The statue commemorates the men and women of all rates and ranks of our Royal Australian Navy who have served from colonial times, through war and peace, and serve today and in the future. It also serves as a permanent reminder of Navy's presence in Port Melbourne. Our sailor is wearing a WWII uniform, in round rig, of 1942 vintage. He's looking out to sea, towards the entry of Port Phillip Bay at the Rip, no doubt dreaming of adventures to come. All who joined the RAN at HMAS LONSDALE for the duration of WWII plus 6 months had the prefix PM to their official number. This PM stood for Port Melbourne and thousands of wartime sailors carried that with them to signify where they had joined the Navy. With the passage of time, evidence that our Victorian Colonial Navy had a significant presence in this area from 1859 to 1901, the Commonwealth Navy likewise from 1901 to 1911, as did our Royal Australian Navy from 1911 to 1992, had all but disappeared! The concept of a Naval Memorial at Port Melbourne was envisaged initially by our Past Presidents, Don Boyle and LCDR Mac Gregory' as a 'Navy Square'. After Don's passing the project transitioned into the 'Answering the Call' concept. The Naval Heritage Foundation of Australia Inc. was incorporated in January 22nd 2008 and Don and Mac's dream will come to pass this November, nearly 8 years later. Upon Mac's death, Chairmanship of the Foundation passed to his daughter Jayne. We express a hearty 'WELL DONE!' to Jayne and her committee upon achieving such a successful outcome. Proposed 1 January 2016 listing changes for
over-the-counter products As part of the 2015-16 Budget savings measures, selected over-the-counter (OTC) medicines are proposed to be delisted from the Pharmaceutical Benefits Scheme (PBS) effective 1 January 2016 pending final Minister for Health determination. The measure made provision for the impact on veterans and allowed for the proposed delistings to be considered by the Department of Veterans’ Affairs’ Repatriation Pharmaceutical Reference Committee (RPRC). The RPRC considered submissions and recommended items for transfer to the Repatriation Schedule of Pharmaceutical Benefits (RSPB) from 1 January 2016. The transfer of these items to the RSPB will ensure veterans have continued access to medicines to meet their clinical needs and will be welcomed by the veteran community. Special Train to ANZAC Naval Commemorative Ball. Public Transport Victoria (PTV) has agreed to provide a metro train service from Flinders Street Railway Station to Flemington Race Course on Saturday, 17th October 2015 in support of the Commemorative Ball. Only one(1) train will depart Flinders Street Railway Station Platform 8 at 1800 and run express to Flemington Racecourse Station arriving at approximately 1815. Only one(1) train will depart Flemington Racecourse Station at 2359 and run express to Flinders Street Station arriving at Platform 8 at approximately 0015, Sunday 18th October 2015. Ticketing will be by way of a normal Myki. Hopefully many of those attending will take advantage of this generous contribution by the PTV. |

![]() Dear David Bringing to your attention to an episode, which took place recently at the Glenorchy RSL, which I thought you might like to hear about and print in the Grey Funnel Line Newsletter. I was presented with a long service certificate for 75 years in the RSL, by the President of the State Branch, Robert Dick on behalf of the Federal and State branches, for continuous service in the RSL. I spent the first five years with the Hobart RSL Sub Branch then 70 years with the Glenorchy RSL Sub branch. A friend of mine Allen Debman (SYDNEY 3), heard about it and wrote to the Glenorchy Sub Branch Committee where it progressed from there to Canberra, through the State Branch. I am already in receipt of the 50 year service award. At 98 years old, I understand I am the only member of the RSL in Australia to have this unique award. In passing, I am still active, as the following shows. Monday: Bowls practice. Tuesday Morning & Afternoon: Garden and workshop Tuesday Evening: Billiard Comp (I am the oldest member in Australia still playing comp Billiards) Wednesday Morning & Afternoon: Southern Tasmania Bowls Comp Wednesday Evening: 8 ball Comp Thursday, Friday Saturday & Sunday: Fishing (weather permitting), or travel around in my Campervan. Shades of grey gain attention The Royal Australian Navy's ships are progressively getting a facelift - sporting a new paint scheme that is turning heads. On 29 July, hydrographic vessels, HMA Ships Benalla and Shepparton made the slow descent off the Tropical Reef Shipyard in Cairns slipway and back into the water gleaming in the haze grey shipside paint. World first for West Head Gunnery Range Residents, avid surfers, keen golfers and mariners in Flinders, Victoria, were recently treated to a world- first, witnessing firing of a 76mm medium calibre gun integrated with a SAAB Mk3e Combat Management System and CEA CEAFAR phased array radar from West Head Gunnery Range. ![]() The Graduation Parade for General Entry 332 - Shipp Division, was held on the Recruit School Parade Ground on Friday, 12 June 2015 in front of over 400 family and friends. The Reviewing Officer for the Graduation Parade was the Head Navy Capability, Rear Admiral Jonathan Mead, AM, RAN. One Iroquois helicopter (UH-1B) from the RAN Historical Flight, HMAS Albatross made the journey to HMAS Cerberus in support of the GE332 Shipp Division Graduation Parade. Shipp Division is named in honour of Leading Seaman Aircrewman Noel Ervin Shipp, who served in Vietnam with the Second Contingent of the Royal Australian Navy Helicopter Flight in September 1968 and died while engaging the enemy under heavy fire. His widow, Gloria, also attended the parade. During the graduation our President, Dr John Carroll presented the 'Leadership Potential' award to Recruit Tahleah Wood. ![]() The early survey of Sydney (II) and Kormoran has produced new photographic evidence which appears to confirm why Sydney was so quickly disabled, leading to catastrophic damage and the devastating loss of everyone on board. The first high resolution images taken by Curtin University on board DOF Subsea's vessel Skandi Protector clearly show, for the first time, a 15cm shell-hole through the bridge at the compass platform. This is a remarkable early discovery for the expedition, and provided support for the German captain Theodor Detmers' account that within the first 30 seconds of the battle Sydney's bridge was destroyed, her command structure lost, and her ability to effectively fight back severely disabled. It would appear we now have photographic evidence to support that, thanks to Curtin University's technology. When the wrecks were found in 2008 the shell-hole was not obvious, presenting as a shadow in the photographs taken at the time. The new imaging technology developed by Curtin University is throwing new light on the historic site. 2015 Release After 5 years of work the subject study has been released on the Department of Veterans’ Affairs website on 1 April 2015. The release of the study is an important event for DVA and the Australian Gulf War and broader veteran community. March Leader of the 2015 100th Anniversary Anzac Day
Commemoration March Melbourne Former CPO Butcher, Doug Symes, has been given the great honour of Leader of the 2015 Melbourne ANZAC Day March. Doug served in the Pacific during WW11 as a Stoker 3rd Class, post WW2 as a Butcher, serving in Korea, Malayan Communist Emergency and the FESR, his period of service stretched over 20 years 1941-1962, upon paying off, he Joined the Commonwealth Public service and became the L School Librarian at HMAS CERBERUS. Doug's wife Dorothy served as a WRAN STWD 1944-1945. His father Harold served as CPL in the Australian 3rd Light Horse and was present at the battle of Beersheba. His Uncles Troopers, Thomas and Reginald Symes, also served in the 3rd light horse, Thomas was severely wounded at the battle of Romani, dying later that day of wounds. Doug's Brother Harold, served in the 9 Div Cav (Egypt, Palestine, Battle of Alamein, Syria, ) later transferring to 2/12 Commando, serving in the battle for Balikpapan, post WW2 he joined the CMF as a Captain. WW2 Service 1939-1946. His Son Douglas served 20 years in the RAN, operational service in Vietnam and the FESR, paying off as CPOV, another Son Trevor served as an ABCK for 6 years in the RAN serving in the FESR. Grandson Bradley served as an ABSTWD for 2 years and Bradley's father John Nelson served 3 years in the RNZN and 20 years in the RAN paying off as WONA. John's father Robert, served in the NZ Army during WW2 (wounded Battle of Monte Cassino) serving in Italy, Egypt and BCOF Japan. Two Uncles served in Egypt and Italy also three great Uncles served in France during WW1, two of them being wounded. A truly ANZAC Family. |

![]() On Friday 6 March, our President, Dr John Carroll and our Secretary, David Dwyer attended the passing out parade of ‘Shipp’ Division at HMAS Cerberus. ‘Shipp’ Division is named after Neil Ervin Shipp, a Leading Airman who was KIA on 31 May 1969 while serving with RAN Helicopter Flight Vietnam, as part of ‘EMU’ Squadron. The association gives a prize to the recruit who ‘demonstrates strength of character, sense of duty, enthusiasm, a professional attitude and willingness to take responsibility. These qualities clearly illustrate leadership potential.’ This year's award went to RCTCSO Daniel Robert Graham, aged 26. Note: Larger photo in the 'Phot Section'. |

pensioners in its attack on the Service Pension There was celebration when the Coalition Opposition made and election promise to fairly index DFRB/DFRDB superannuation pensions. In government they honoured that promise for those over 55years of age. But most DFRB/DFRDB superannuants, because of the meagreness of their superannuation payments, also receive a Part Service Pension. Conclusion of Community Consultation about In-Person
Service Delivery The Veterans’ Access Network (VAN) is DVA’s major first point of contact for handling enquiries from the veteran and general community. It helps people understand and access the services available to them. VAN staff respond to enquiries over the phone, via MyAccount, through email, and in-person. DVA recently held a four week consultation to seek community views on whether the provision of stand-alone VAN offices in Tweed Heads in NSW and Geelong in Victoria is still the most appropriate way to support veterans, or if other alternatives that meet their changing needs should be considered. The consultation period closed on 20 February 2015 and the feedback received is now being analysed. The Minister for Veterans’ Affairs, Senator The Hon Michael Ronaldson, will make an announcement regarding VAN services at these sites following review of all relevant material, including community input. |

Department shift opens door to hundreds of claims by
veterans Hundreds of military veterans denied compensation for injury or illness could take legal action against the federal government, after it quietly stopped using a private research company to investigate veterans’ cases. The Australian revealed last year that the company, Writeway Research Service, was involved in a commonwealth investigation over the use of an allegedly forged document to challenge one service - woman’s case. Vietnam Veterans'
Commemorative Walk
The
Vietnam Veterans Commemorative Walk in High St.,
Seymour, commemorates the
60,000+ service personnel and the 11 tracker dogs who served during the
14 years of the Vietnam War. The Walk incorporates a meandering red
earth path set in native trees and grasses that resemble rubber trees
and rice paddies. These two plants being synonymous to Vietnam. Along
the length of the Walk are walls with the names of all the Australian
personnel who served in Vietnam. Contemplation areas are incorporated
into the Walk as a place for people to sit and reflect on the sacrifices
of those that went before us serving our country. Click image to view

Under A Rising Sun
A poem, Under A Rising Sun, written by one of our members,
Laura Benney, aged 13, was read by me at the Anzac Day service at the
Seaford RSL in 2013. Laura's great great grandfather, paid the ultimate
sacrifice when he was killed on the Western Front in 1916. It is in
tribute to him that she penned these words.
